• Experience  

Rich has 28 years of Law Enforcement experience consisting of 18 years of SWAT experience, 7 years Tri-State/DEA HIDTA Narcotics Task Force experience as well as patrol. 

Rich has participated as an Assistant Team Leader/ Team Leader, Explosive Breacher, Sniper and/or Entry-man in conservatively 3000+ missions. The missions consist of High-Risk Search Warrants, Barricades and Hostage Rescues. 

Rich brings a unique perspective to training having served on a full-time team with LVMPD, and currently a team leader with OSP's regional SWAT team. 

Rich’s responsibilities as a past Assistant Team Leader for LVMPD and currently the Sergeant for Oregon State Police SWAT Team has consisted of:   

• Planning and executing Search Warrants 
• Barricades and HRT’s
•  During missions, coordinating with the command post and running 18 to 45+ personnel including, but not limited to; Additional SWAT members, K9, Tac Medics, and the Technical Analytical Section
• Responsible for After Action Reports
•  Dignitary Protection details for visiting Senators, Governors, State Department members and POTUS 
• Weekly and monthly team training

Rich's past and current certifications consist of the following disciplines:

• Low Lethality Munitions Instructor
• and repel technician.

Instructor Experience  

Oregon Tactical Officers Association (OTOA)

 Oregon Department of Public Safety. Standards and Training (DPSST).

 Developed and Instructed SWAT Train the Trainer for Oregon State Sheriffs Association (OSSA).

 Advanced SWAT School Boise PD and OSP Active Shooter basic academy.

 LVMPD Intermediate SWAT school instructing SWAT members around the United States in; Hostage Rescue, Vehicle Assaults, Dynamic Entries, Down Officer Rescue and Ballistic Shield movements. 

In addition to teaching active shooter and basic entry courses in Oregon, Nevada, Colorado, New Mexico, and Idaho. 

James has 18 years of Law Enforcement experience consisting of 12 years with LVMPD SWAT, PSU, and patrol. 

James has been the Assistant Team Leader for one of the busiest teams in the nation the last 8 years. He has participated as an Assistant Team Leader, Explosive Breacher and Entry-man in conservatively 3000+ missions. The missions consist of High-Risk Search Warrants, Barricades and Hostage Rescues. 

James’s responsibilities as an Assistant Team Leader for LVMPD consist of: 

• Planning and executing Search Warrants
• Barricades and HRT’s
•  During missions, coordinating with the command post and running 18 to 45+ personnel including, but not limited to; Additional SWAT members, K9, Tac Medics, and the Technical Analytical Section

Instructor Experience

James has years of experience instructing SWAT members around the United States in: 

• Hostage Rescue
• Vehicle Assaults
• Dynamic Entries
• Down Officer Rescue
• and Ballistic Shield movements during annual LVMPD SWAT Intermediate SWAT Schools

James was a lead instructor for a three-day Advanced Tactical Operations School (Train the Trainer), which was developed for the Oregon State Sheriffs Association and an

Advanced SWAT School with Boise PD. 

Levi has 22 years of Law Enforcement experience consisting of 10 years with LVMPD SWAT, Special Investigations and Intel, which he worked political corruption and biker gangs.  

Levi has been the Assistant Team Leader for one of the busiest teams in the nation the last 4 years.  He has participated as an Assistant Team Leader, Explosive Breacher and Entry-man in conservatively 3000+ missions. The missions consist of High-Risk Search Warrants, Barricades and Hostage Rescues. 

Levi’s responsibilities as an Assistant Team Leader for LVMPD consist of:    

• Planning and executing Search Warrants 
• Barricades and HRT’s
• During missions, coordinating with the command post and running 18 to 45+ personnel including, but not limited to; Additional SWAT members, K9, Tac Medics, and the Technical Analytical Section

*Levi was also the primary Breacher during the unfortunate Mandalay Bay Resort mass shooting.

In addition to instructing, Levi has given numerous Debriefs of the Mandalay Bay mass shooting as well as other critical incidents throughout his years.
